This is the Atrium Training Room otherwise known as The Gravity Chamber, where members of the Elite VSC(Varsity Saiyans Club) come to train under increasing gravity conditions to surpass limits and earn their place among King Vegetas Elite Club; in preparation for threats and against anything life has to throw at them.
